Amends the driver's license points system under Michigan's vehicle code (1949 PA 300, Section 320a) to add a new violation for operating a motor vehicle while reading, typing, or sending a text message on an electronic wireless device, effective July 1, 2010.

Beginning October 31, 2010, assigns 4 points to a driver's record for a moving violation resulting in an at-fault collision with another vehicle, a person, or any other object.

Beginning October 31, 2010, adds a new 6-point violation for violations of section 601d (pertaining to electronic wireless device use while driving).

Takes effect July 1, 2010, contingent on enactment of Senate Bill No. 468 and House Bill No. 4394.
