Prohibits legislators from voting on bills in which they have a substantial conflict of interest.

Requires legislators with a substantial conflict of interest to state that fact on the record before voting.

Defines "substantial conflict of interest" as a legislator having a personal interest in legislation that would result in direct pecuniary gain or loss to themselves or a related person through their participation in enacting or defeating the bill.

Establishes that a personal interest can be inferred if a benefit or detriment could reasonably be expected to accrue to the legislator or related person as a member of a business, profession, occupation, or group to a greater extent than other members.

Makes legislators in violation of these provisions subject to appropriate disciplinary action by their respective chamber.
