Prohibits members of the legislature and state officers from having a direct or indirect interest in any contract with the state or political subdivisions that causes a substantial conflict of interest.

Prevents the governor, lieutenant governor, secretary of state, attorney general, and legislators from directly or indirectly applying for or accepting state-funded grants during their term of office unless the grant furthers their official duties.

Exempts grants for education subsidies at institutions of higher education when offered on equal terms to the general public from the grant prohibition.

Declares it a substantial conflict of interest for legislators and specified state officers to participate in negotiating state contracts with parties that have made campaign contributions to their campaign committees.
