Prohibits candidates and persons from soliciting or accepting contributions in facilities owned or leased by the state or public bodies, or from using public body resources to solicit or accept contributions.

Exempts contributions solicited or accepted in family dwellings that are state or public body facilities and are not used for fund-raising events.

Exempts contributions solicited or accepted in state or public body facilities where all candidates have equal opportunity to use the facility.

Establishes misdemeanor penalties of up to 90 days imprisonment or $1,000 fine for individuals who violate the section.

Establishes fines of up to $20,000 or the amount of the contribution or expenditure (whichever is greater) for non-individual violators.
