Permits people who register by mail to satisfy voting identification requirements by presenting valid identification in person to any county, city, or township clerk before election day, rather than only at polling places.

Exempts from in-person voting requirement those entitled to vote by absentee ballot under federal law, persons with disabilities, voters age 60 or older, and those entitled to vote by other federal law.

Requires clerks receiving identification from voters in different jurisdictions to notify the voter's home jurisdiction clerk, who must then update voter records accordingly.

Maintains state authority to prosecute violations of election law that also violate federal election or voting rights laws.

Takes effect only if House Bill No. 4993 of the 95th Legislature is enacted into law.
