Establishes that civil infractions under Michigan vehicle code designated as such shall not be considered lesser included offenses of criminal offenses.

Sets civil fine maximums of $100 for most violations, with a $25 increase (capped at $100 total) beginning October 31, 2010 for moving violations resulting in at-fault collisions.

Establishes specific fine ranges for particular violations: section 674(1)(s) requires $100-$250; section 682 requires $100-$500; section 319f(1) requires $1,100-$2,750; section 319g violations capped at $10,000.

Permits courts to waive fines for violations related to defective safety equipment (section 683), child seating systems (section 710d), vehicle registration (section 223), and proof of insurance (section 328) upon presentation of required documentation before court appearance date.

Requires courts to levy a $40 justice system assessment per civil infraction determination (effective October 1, 2003) and a $25 assessment for vehicle abandonment violations (section 252a), with collections deposited into the justice system fund.
