Requires automobile insurers to establish and uniformly apply a minimum 10% premium discount on all automobile insurance coverages for insureds with good driving records

Defines "good driving record" as no more than 4 substantially at-fault accidents or convictions, civil infraction determinations, or probate court findings for violations under Michigan vehicle code Chapter VI during the immediately preceding 4-year period

Authorizes the insurance commissioner to impose civil fines of up to $10,000 against insurers found in violation after a hearing under the Administrative Procedures Act of 1969
