Amends Michigan's animal shelter adoption law to require adoption contracts for unaltered dogs, cats, or ferrets, with the adopter agreeing to have the animal spayed or neutered within specified timeframes.

Requires adopters of animals 6 months or older to complete alteration within 4 weeks of adoption; for animals under 6 months, alteration must be completed within 4 weeks after the animal reaches 6 months of age.

Mandates a minimum $25 good faith deposit from adopters that is forfeited if the alteration contract is not completed, unless the animal dies or has a serious permanent medical condition preventing the procedure.

Allows veterinarian certification to postpone alteration if it poses a serious temporary health problem, with reevaluations required every 14 days and completion within 7 days of clearance.

Specifies that deposits are not required for dogs transferred to law enforcement agencies, service dog trainers, or other animal shelters, or for animals temporarily transferred (up to 90 days) before adoption; establishes liquidated damages of at least $100 for contract breaches.
