Amends MCL 333.16226 of the Public Health Code to establish specific disciplinary sanctions for violations of section 16221.

Creates a detailed sanctions table matching violation types to available disciplinary actions including probation, limitation, denial, suspension, revocation, restitution, community service, fines, and in one case permanent revocation.

Authorizes disciplinary subcommittees to impose fines up to $250,000 for violations of section 16221(a) or (b).

Permits disciplinary subcommittees to require licensees, registrants, or applicants to complete educational programs, training programs, treatment programs, competence examinations, or combinations thereof as disciplinary conditions.

Requires courts of appeals to state reasons on the record if determining a disciplinary subcommittee's decision is unlawful and may remand cases for further consideration; effective only upon enactment of HB 4469 and HB 5043.
