Amends the Open Meetings Act (1976 PA 267) to add the catastrophic claims association created under section 3104 of the Insurance Code of 1956 as a "public body" subject to open meetings requirements.

Requires all meetings of the catastrophic claims association to be open to the public, held in a place available to the general public, and permits attendees to tape-record, videotape, broadcast live on radio, or telecast live on television the proceedings.

Specifies that all decisions and deliberations constituting a quorum of the catastrophic claims association must take place at meetings open to the public, except as provided in the act.

Exempts the catastrophic claims association from certain open meetings requirements only when deliberating the merits of a case, consistent with other judicial and quasi-judicial bodies listed in the act.

Bill effectiveness is conditioned on the enactment of Senate Bill No. ____ or House Bill No. 4427 of the 95th Legislature (tie bar provision).
