Municipalities may pass ordinances allowing permanently disabled persons to operate off-road vehicles (ORVs).

County boards and township boards in eligible counties may adopt ordinances authorizing ORV operation on maintained portions of roads, with county road commissions able to close up to 30% of roads to protect environment or public safety.

ORV operators must travel on the far right of maintained roads at speeds not exceeding 25 miles per hour, travel single file, and possess valid driver licenses or comparable qualifications; persons under 12 years old are prohibited from operating ORVs.

Beginning January 1, 2010, ORV operators must display lighted headlights and taillights at all times; ordinances and ORV operation authorizations expire July 16, 2013.

Violations are municipal civil infractions with fines up to $500, with collected revenue split between law enforcement for ORV enforcement and local road commissions for road and environmental repairs.
