Prohibits manufacturing children's products designed for children 7 years of age or younger that contain a detectable amount of bisphenol A (BPA).

Prohibits selling children's products designed for children 7 years of age or younger that contain a detectable amount of BPA if the seller knows or has reason to know of the BPA content.

Establishes misdemeanor penalties of up to 90 days imprisonment or a fine of up to $100 per item manufactured or sold in violation, or both.

Establishes separate misdemeanor penalties for commercial users who willfully and knowingly violate the act, including fines up to $100 or up to 90 days imprisonment, or both.
