Allows unregistered voters to submit voter registration applications electronically on the Secretary of State's website beginning July 1, 2010.

Requires applicants submitting electronically to attest to information accuracy, assent to use of digitized signature from driver's license or state ID, and sign with an electronic signature.

Electronic registrations submitted before 4 p.m. on the day before an election are valid for that election and all subsequent elections.

Requires Secretary of State to develop and implement the electronic registration system by June 30, 2010, including security measures to ensure accuracy and integrity of submissions.

Maintains existing in-person registration options at county/township/city clerk offices, Department of State offices, and designated voter registration agencies.
