Requires persons processing voter registration applications at state department offices, designated voter registration agencies, or county clerk offices to validate applications per secretary of state procedures and issue receipts confirming acceptance.

Establishes transmission timeline of 7 days after receipt for forwarding applications to the appropriate county, city, or township clerk, except when application is submitted within 7 days before registration close, requiring transmission within 1 business day.

Directs secretary of state to compensate county clerks for costs of forwarding completed applications to proper city or township clerks from appropriated funds.

Defines voter registration applications as timely received if submitted in person before registration close, mailed with valid postmark by registration close, received by mail within 7 days after close with missing/unclear postmark but applicant-dated on or before close, or submitted electronically before registration close.

Bill becomes effective only upon enactment of HB 4539 (tied bill requirement).
