Effective April 1, 2010, requires state departments to consider vendor criminal history, including convictions for embezzlement, theft, forgery, bribery, falsification of records, and antitrust violations when making state contract decisions.

Mandates consideration of whether vendors use non-U.S. citizens or non-legal residents, whether services are provided outside Michigan or the U.S., and whether goods are produced outside Michigan or the U.S., with preference for domestic labor and production.

Restricts state contracting with expatriated business entities incorporated in tax haven countries (including Barbados, Bermuda, Cayman Islands, Cyprus, Gibraltar, Liechtenstein, Monaco, and Seychelles) after September 11, 2001.

Requires vendors and subcontractors to disclose work location information, corporate structure details, relocation notices, and call center service locations; prohibits use of state funds to induce businesses to leave Michigan.

Mandates vendor affirmations that they will not violate internationally recognized workers' rights as defined in the federal Trade Act of 1974.
