Amends 1987 PA 231 to modify Section 9 (MCL 247.909) regarding the Transportation Economic Development Fund and eligible project categories.

Establishes project categories eligible for funding including economic development road projects in agriculture, food processing, tourism, forestry, high technology research, manufacturing, mining, and office centers of 50,000+ square feet.

Includes funding for congestion reduction projects on county primary and city major streets in urban counties, and rural road and street improvements in counties and municipalities with populations of 5,000 or less.

Requires funded projects to meet identified transportation needs, have immediate positive economic impact on employment, exclude speculative ventures with low return on investment, demonstrate developer cooperation with government, and be evaluated on community impact.

Effective April 1, 2010, prohibits the commission from approving projects in eligible categories to accommodate businesses that fail to comply with the Michigan corporate responsibility act or fail to disclose civil or criminal offenses required by that act.
