Requires retailers selling beer in kegs to attach identification tags or apply other identification means to kegs before or at the time of sale.

Mandates retailers obtain a signed receipt from purchasers (supplied by the liquor commission) containing purchaser name, address, phone number, driver's license or Michigan ID number, and keg identification information after verifying valid ID.

Prohibits retailers from selling kegs to customers without valid driver's license or Michigan identification card and allows retailers to refuse keg deposit refunds if identification tags are removed or altered upon return.

Imposes administrative fines up to $50 for retailers failing to tag kegs or obtain signed receipts, and makes it a misdemeanor (up to 93 days imprisonment and/or $500 fine) for non-licensees who remove identification tags or provide false purchase information.

Requires retailers to retain receipt copies for at least 30 days after keg return and make them available for inspection by the liquor commission and law enforcement agencies.
