Prohibits transporting an individual known to be in the country illegally for the purpose of obtaining an identity document.

Prohibits providing false, altered, or illegally obtained documents to individuals in the country illegally for use in identity document applications.

Prohibits concealing possession of false or altered identity documents and prohibits government employees from issuing identity documents based on fraudulent documentation.

Prohibits individuals in the country illegally from obtaining identity documents using false documents, making false statements to obtain documents, or possessing documents obtained in violation of this section.

Establishes penalties of 1 to 5 years imprisonment and fines of $500 to $5,000 for violations, with "identity document" defined as a motor vehicle operator's license or official state identity card.
