Increases the regional convention facility authority board from 5 to 7 members, adding representatives from the two most populous bordering counties with specific nomination requirements for convention and visitors bureau members and event sponsors.

Changes the initial appointment timeline from 30 days to 90 days after authority creation and revises staggered term expiration dates to accommodate the additional board members.

Modifies the facility transfer timeline from "within 45 days" to "not sooner than 45 days and not later than 90 days" after January 20, 2009, or the date a metropolitan area becomes qualified.

Increases the compensation cap paid by the authority to the qualified city from $20,000,000 to $35,000,000 for lost parking revenue and transfer-related costs.

Adds an annual $500,000 payment requirement from the authority to the qualified city for police, fire, and emergency medical services costs.
