Establishes driver responsibility fees through December 31, 2011 for individuals accumulating 7 or more points on their driving record within 2 years: $100 for reaching 7 points plus $50 for each additional point above 7.

Assesses $1,000 annual fees for 2 consecutive years for serious violations including manslaughter, felonies involving motor vehicles, certain DUI/drug-related offenses, hit-and-run, and fleeing police.

Assesses $500 annual fees for 2 consecutive years for violations including certain driving without license and insurance violations through December 31, 2011; beginning January 1, 2012, reduces to violations in sections 625(3), (6), (7), (8) and 626(2), plus new fees of $150-$200 annually for additional violations.

Requires Secretary of State to send notice of fees; allows payment plans up to 24 months; suspends driving privileges if payment not made within 60 days of initial notice, with one-time reinstatement available for those establishing payment plans.

Directs collected fees to state treasury: first $65 million to general fund, amounts $65-68.5 million and $100-105 million to fire protection fund, with excess amounts above $105 million to general fund.
