Creates an equine trailways subcommittee as a subcommittee of the Michigan snowmobile and trails advisory council to develop and promote pack and saddle trailways across the state.

Requires the equine trailways subcommittee to prepare a statewide pack and saddle trailways network plan within one year, including previously open trailways on state land and additional appropriate state lands.

Consists of six members appointed by the department director, including one tourism industry representative and five equine industry representatives from different regions of Michigan, with senate majority leader and house speaker each submitting three-person nomination lists.

Establishes that subcommittee members serve four-year terms without compensation but may be reimbursed for actual and necessary expenses, with quarterly meetings required and open meetings act compliance mandated.

Provides that if the subcommittee is not appointed as specified, the department shall work with the equine industry within two years to develop a statewide pack and saddle trailways network plan.
