Requires insurers to provide 2 certificates of insurance for each insured vehicle, with one marked as the secretary of state's copy to be filed with vehicle registration applications.

Allows the secretary of state to accept vehicle identification number transmissions from insurers as proof of insurance instead of physical certificates.

Requires insurers to provide unparsed data to the Department of State Police as required under MCL 257.520a of the Michigan Vehicle Code.

Designates vehicle identification numbers as confidential information that cannot be disclosed except by court order in connection with claims or fraud investigations.

Establishes criminal penalties of up to 1 year imprisonment and/or a fine of up to $1,000 for supplying false information or using altered, fraudulent, or counterfeit insurance certificates.
