Creates an NLETS-authorized paperless insurance verification system to be implemented by the Department of State Police by October 1, 2009, allowing real-time electronic verification of motor vehicle insurance coverage.

Establishes that vehicle owners must provide proof of insurance to police officers upon request; beginning October 1, 2009, failure to provide insurance evidence becomes a civil infraction with a maximum fine of $50.00.

Allows courts to waive fines and fees if proof of valid insurance at the time of violation is submitted before the appearance date, but permits a court fee of up to $25.00.

Authorizes courts to suspend driver's licenses for 30 days or until proof of insurance is provided, and prohibits vehicle registration renewal or transfer until the owner complies with insurance requirements.

Creates the Insurance Verification Fund within the state treasury to be administered by the Department of State Police and used solely to establish, implement, and maintain the paperless insurance verification system.
