Amends the 1974 Economic Development Corporations Act (MCL 125.1601 to 125.1636) by adding Section 12a, effective October 1, 2009.

Allows municipalities to designate a certified housing development organization or 501(c)(3) nonprofit organization as a project citizens' district council if the governing body has not already created one.

Designated organizations must have geographic boundaries and a quality-of-life mission acceptable to the municipal governing body.

Enables these alternative organizations to serve the same role and functions as a project citizens' district council under the Economic Development Corporations Act.
