HB-4663 Summary

• Amends definitions in 1969 PA 224 to add "animal blood banking," "animal control shelter," and "animal protection shelter" and updates the definition of "person" to include limited liability companies.

• Prohibits dealers and animal shelters from selling or transferring dogs or cats to research facilities or dealers for 12 months after enactment, then permanently bans dealers from acquiring animals from shelters and bans shelters from selling animals to dealers after the 12-month period.

• Requires owners surrendering dogs or cats to shelters to designate in writing whether the animal may be sold to research facilities; found animals cannot be sold to dealers by animal control shelters.

• Exempts animal blood banking operations regulated under federal law from restrictions, allowing them to obtain dogs or cats solely for blood donation purposes.

• Prohibits public auction or sale by weight for dogs and cats sold to research facilities and repeals Section 15 of 1969 PA 224.
