Clarifies the Michigan "on" indicator for extended benefits by adding a temporary provision allowing for higher extended benefits (80% of regular benefits or 20 times weekly rate) during periods when the state's unemployment rate meets specified thresholds related to federal stimulus funding.

Removes an outdated eligibility date range (May 24, 2003 to December 27, 2003) and replaces it with a provision allowing the "on" indicator to apply for the duration of federal funding under the American Recovery and Reinvestment Act of 2009.
