Creates a local public recreation facilities fund within the state treasury administered by the Department of Natural Resources for grants to local units of government for public recreation facility development.

Establishes the forest recreation account within the Michigan conservation and recreation legacy fund to receive revenue from state forestland concessions, leases, contracts, and fees.

Allocates recreation passport fee revenue as follows: $10,700,000 annually to state park improvement account; $1,030,000 to waterways account; remaining revenue split among state park improvements (50%), operations and maintenance (30%), cultural resources (2.75%), promotion efforts (0.25%), local recreation facilities (10%), and forest recreation (7%).

Adjusts allocated amounts annually beginning in fiscal year 2011-2012 based on consumer price index changes to reflect inflation.

Requires the Department of Natural Resources to submit annual reports to the legislature beginning February 1, 2012, detailing recreation passport fee revenue distribution, expenditures, adequacy of funding, and enforcement of vehicles without passport fees entering state parks.

Repeals sections 1909, 1910, and 74123 of the Natural Resources and Environmental Protection Act effective October 1, 2010, with full effectiveness contingent on Senate Bills 388 and 389 and House Bill 4677 being enacted into law.
