Establishes the "Blue Water Bridge Plaza Expansion Oversight Reporting Act" to ensure accountability for the bridge plaza expansion project.

Requires the state transportation department to provide written accountings of all expenditures related to the plaza expansion project at reasonable intervals.

Mandates written updates on whether the plaza expansion project stays within budget, with full explanations for any expenditures exceeding budgeted amounts.

Directs the transportation department to submit reports to standing committees on transportation and local government in both chambers, transportation appropriations subcommittees, and elected state officials in the project's county.

Effective immediately upon approval by the governor on March 8, 2010.
