Amends the Michigan Liquor Control Code of 1998 to authorize the Liquor Control Commission to issue licenses for sale of alcoholic liquor at college and university conference centers without regard to quota provisions.

Allows licenses for alcoholic liquor sales at conference centers operated by college/university governing boards, limited to regularly scheduled conference center activities and prohibiting sales to unscheduled patrons or at unscheduled events.

Authorizes licenses for private entities to sell alcoholic liquor at hotels on Central Michigan University-owned land within designated development parks if the land is leased at fair market value.

Authorizes licenses for private entities to sell alcoholic liquor at restaurants on Wayne State University-owned land within designated development areas if the land is leased at fair market value.

Designates 28 specific college and university conference centers and related facilities throughout Michigan as eligible conference centers for alcoholic liquor sales, including facilities at Eastern Michigan University, Michigan State University, Wayne State University, and multiple community colleges.
