Adds definitions for "park model trailer," "recreational vehicle," and "travel trailer" to Michigan's vehicle code, establishing separate classifications for these towed and self-propelled vehicles used for temporary living quarters.

Park model trailers require a special highway movement permit under section 719a if they exceed 45 feet in length, 60 feet combined with towing vehicle, 12.5 feet in height, or 102 inches in body width.

Recreational vehicles that do not require special highway movement permits are defined to include motor homes, travel trailers, park model trailers, and pickup campers designed for temporary recreational or camping use.

Amends section 719a to expand permit requirements and specifications for moving mobile homes and park model trailers, including requirements for flashing lights, directional signals, oversize load signs, and escort vehicles on certain roads.

Establishes civil infraction penalties of up to $500 for violations of section 719a, with the vehicle owner liable for violations; effective December 1, 2009, contingent on Senate Bill 363 becoming law.
