Increases penalties for violating the Dog Law of 1919 from a fine of $10-$100 to a maximum fine of $500, or imprisonment for not more than 90 days, or both.

Applies updated penalties to any person or police officer who violates or fails to comply with any provisions of the Dog Law.

Increases penalties for knowingly presenting false claims or receiving money on false claims from $10-$100 fines to a maximum fine of $500, or imprisonment for not more than 90 days, or both.

Requires all fines collected under the Dog Law to be paid to the county treasurer and credited to the county library fund.
