Expands the definition of "research and development enterprise" to include businesses using green chemistry as design guidance, not just those focused on discovery and refinement of substances and processes.

Allocates $10,000,000 for fiscal year 2010-2011 to promote tourism in Michigan from the jobs for Michigan investment program, with at least $1,500,000 designated for winter advertisement.

Maintains spending caps on 21st Century Jobs Trust Fund: 25% maximum for loan enhancement programs, 40% for private equity and venture capital programs combined, and 70% for competitive edge technology grants and loans.

Establishes work project appropriation of $50,000,000 for economic benefits and job creation through tourism promotion, with expected completion by December 31, 2010.
