Establishes a Centers of Energy Excellence program administered by the Michigan Strategic Fund to promote development and sustainability of energy excellence sectors in the state.

Limits fund expenditures to $45,000,000 from the 21st Century Jobs Trust Fund for the program, with grants awarded only to for-profit companies for matching funding, in-kind contributions, technology commercialization, or center activities.

Requires at least 50% of allocated funds be used to match foundation, federal, or international investments, and restricts administrative costs to no more than 15% of any grant award.

Specifies agreement requirements including participation by at least one qualified business and one institution of higher education, with governance structure, business plan with measurable objectives, and provisions for grant repayment upon non-compliance.

Expands definition of "energy field" to include green chemistry related to energy excellence sector development, in addition to alternative energy, energy efficiency, energy security technologies, and water technology.
