Amends the Public Employment Relations Act to establish prohibited subjects of collective bargaining between public school employers and employee representatives, including decisions on school year start dates, pupil contact time, school improvement committee composition, and open enrollment policies.

Prohibits bargaining over contracting with third parties for noninstructional support services, use of volunteers, experimental or pilot programs, and technology implementation decisions, unless the affected bargaining unit is given an equal opportunity to bid on contracts.

Prevents bargaining over compensation or work assignments intended to reimburse employees for monetary penalties imposed under the act, and clarifies that public school employers retain sole authority over these prohibited bargaining subjects.

Applies modified collective bargaining rules to public schools placed under state school reform/redesign or operated by a chief executive officer, making those officials the employer for bargaining purposes.

Makes the selection method for retirant members of municipal pension or retirement boards for municipalities with 500,000+ population a prohibited subject of bargaining.
