Amends sections 7401 and 7403 of the Public Health Code to modify penalties for manufacturing, delivering, and possessing controlled substances.

Revises possession penalties for narcotic drugs and schedule 1-2 controlled substances, establishing new thresholds: 25+ grams (up to 4 years imprisonment or $25,000 fine) and less than 25 grams (up to 4 years imprisonment or $25,000 fine).

Allows individuals sentenced to lifetime probation under the former version of section 7403(2)(a)(iv) to request discharge from probation after serving 5 or more years, either through probation officer recommendation or individual petition to the court.

Permits multiple motions for resentencing by individuals seeking probation discharge under the new provisions.

Effective December 22, 2010, contingent upon concurrent enactment of House Bills 4918 and 4920.
