Amends parole eligibility requirements for prisoners sentenced to life imprisonment, establishing different parole review schedules based on offense date and crime type.

Prisoners sentenced to life for crimes committed before October 1, 1992 become parole-eligible after serving 10 calendar years; those sentenced for crimes on or after October 1, 1992 become eligible after 15 calendar years.

Establishes mandatory parole board interview process beginning at 10 years of sentence and file reviews at 15 years, then every 5 years thereafter, with prisoners given at least 30 days' notice.

Requires public hearing before parole grant and allows sentencing judge or successor to object in writing within 30 days of hearing notice to prevent parole; if judge objects, parole cannot be granted.

Creates special parole eligibility provisions for drug trafficking offenders convicted before March 1, 2003, with reduced eligibility periods (17.5-20 years depending on prior serious convictions) and requires prosecuting attorney notification before parole grant.
