Allows the Department of Social Services to provide written documentation upon request stating that an individual is not named in the central registry as a perpetrator of child abuse or neglect.

Permits individuals and the department to share the clearance documentation with employers, volunteer agencies, or others when applying for child-related employment or volunteer positions.

Authorizes employers and volunteer agencies to request and receive central registry clearance information from the department with appropriate authorization and identification from the applicant.

Enables the department to develop an automated system listing individuals screened and cleared for child-related employment or unsupervised volunteer access to children, with public access to the approved list.

Requires the automated system to include safeguards ensuring confidential information protected under state and federal law remains inaccessible through the system.
