Authorizes the Department of Energy, Labor, and Economic Growth to distribute grants for local government energy efficiency and renewable energy projects, including those funded by the U.S. Department of Energy.

Gives priority consideration to nonprofit local government organizations that encourage aggregation of effort and increased efficiency among their members when distributing grants.

Defines "aggregation" as 2 or more collaborating cities, villages, or townships with combined populations exceeding 35,000, or 2 or more collaborating counties with combined populations exceeding 200,000.

Establishes that eligible nonprofit local government organizations must be incorporated under state and federal law, have eligible units of local government as paid members, and maintain written agreements to work on energy initiatives on behalf of members.
