Requires automated telephonic, electronic mail, and other electronic communications advocating a candidate's election or defeat to clearly state the name and address or phone number of the person paying for the communication.

Independent expenditure communications must include the disclaimer "Not authorized by any candidate committee."

Communications paid for by persons other than the candidate must include the disclaimer "Authorized by [name of candidate or candidate committee]."

Telephonic communications must state payer identification and required disclaimers at the beginning of the call and cannot be made between 8 p.m. and 9 a.m. in the recipient's time zone.

Director of elections shall promulgate rules for size and placement of visual communication disclosures; violations are misdemeanors with penalties ranging from 90 days imprisonment or $500 fine for first offense to 93 days or $2,500 fine for third or subsequent offense.
