Allows homestead facility owners to file neighborhood enterprise zone certificate applications after a building permit is issued, without the standard 6-month deadline requirement.

Adds subsection (2)(j) to enable homestead facilities to qualify for late certificate applications, expanding eligibility beyond the previously allowed development scenarios.

Permits subsequent owners occupying new facilities as principal residences to request and receive neighborhood enterprise zone certificates for the remainder of the original term if the original owner did not apply, up to a maximum of 15 years.

Sets the effective date of certificates for homestead facilities as the first day of the tax year following approval by the qualified assessing authority.

Takes effect immediately upon enactment on August 4, 2010.
