Requires each state agency to prepare an annual regulatory plan reviewing its existing rules and transmit it electronically to the State Office of Administrative Hearings and Rules by July 1 each year.

Directs agencies to identify all existing rules and assess whether they should be continued, changed, or rescinded based on statutory purpose, expected rule processing, unexercised mandatory authority, and anticipated rescissions.

Establishes mandatory periodic reviews of rules within 5 years of their effective date (or 4 years for existing rules), with subsequent reviews every 5 years thereafter, to assess impact on small businesses and evaluate continued need, public complaints, compliance complexity, and conflicts with federal or local regulations.

Specifies that annual regulatory plans are advisory only and do not bind agencies or prevent additional regulatory action.

Requires the State Office of Administrative Hearings and Rules to electronically distribute approved agency plans to legislative committees within one business day of approval.
