Allows unregistered voters to submit voter registration applications in person to any county, city, or township clerk in Michigan, not just their own jurisdiction's clerk.

Authorizes full-time and part-time employees of any county, city, or township clerk to accept voter registration applications, but excludes authorized assistants who are not full-time or part-time employees.

Requires voter registration applications submitted in person at state offices, designated agencies, or clerk offices to be validated and a receipt issued to the applicant.

Mandates applications submitted outside the applicant's jurisdiction be transmitted to the proper county, city, or township clerk within 7 days, or within 1 business day if submitted within 7 days before federal election registration deadline.

Requires the Secretary of State to compensate county clerks for costs of forwarding applications to the applicant's proper city or township clerk, subject to appropriated funds.
