Mandates that subcontractor vehicles display signage identifying them as operating on behalf of a public utility and requires subcontractors to carry copies of notifications while performing work.

Allows county road commissions to deny access to restricted roads within 24 hours of receiving notification if road conditions make them unusable, with automatic approval if denial is not communicated within 24 hours.

Adds definitions for "emergency public utility work," "public utility," "public utility vehicle," and "transmission company" to establish scope of exemptions under the amended statute.
