Creates an Indigent Defense Counsel Commission effective February 1, 2011, as an advisory body within the Department of Technology, Management, and Budget to study and recommend improvements to Michigan's indigent defense delivery system.

Commission consists of 13 members appointed by the governor from nominations by the Michigan Supreme Court, judges associations, legislature leaders, prosecuting attorneys association, criminal defense attorneys association, state bar, crime victims groups, and local funding units, plus the attorney general and state budget director.

Commission must conclude work and report recommendations to the governor, legislature, and public by December 31, 2011, addressing cost-effective defense delivery that is free from political interference and conflicts of interest.

Amends Section 2431 to modify mortgage foreclosure expense procedures and attorney fee calculations, with reduced fees if mortgage is paid off after foreclosure proceedings commence but before sale.

Amends Section 5838a and 5851 regarding medical malpractice statute of limitations, including specific age-based provisions for minors and clarifying that claims accrue at time of negligent act regardless of discovery, with six-year absolute bar on claims.
