Amends section 16245 of Michigan's Public Health Code to add "except as otherwise provided" language to subsections (1) and (2), allowing for exceptions to reinstatement rights for suspended, revoked, or limited licenses and registrations.

Establishes permanent ineligibility for reinstatement of any license or registration permanently revoked for violation of section 16221(b)(xiii), with the department required to return applications that do not meet eligibility criteria.

Requires applicants seeking reinstatement of revoked or suspended licenses to submit a criminal history check conducted in accordance with section 16174 along with their reinstatement application.

Maintains existing 3-year waiting period before reinstatement applications for most revocations, and 5-year waiting period for revocations involving felony convictions related to controlled substances or specific violations.

Takes effect only upon enactment of House Bills 4468 and 4469 from the 95th Legislature (tie-bar provision).
