Amends the Natural Resources and Environmental Protection Act to add new permit requirements and conditions for constructing, expanding, or reconfiguring marinas on inland lakes and streams.

Requires marinas to be designed so that boat mooring occurs solely within the marina's riparian interest area and establishes a minimum maneuvering distance of 1.5 times the slip length for ingress and egress.

Permits the Department of Environmental Quality to require applicants to submit a riparian interest area survey by a licensed surveyor or obtain easements from adjacent riparian owners before approving marina permits.

Establishes permit fee schedule ranging from $50 for minor projects to $2,000 for major projects like dredging 10,000+ cubic yards or filling 1+ acres of wetland, with doubled fees for unpermitted work lacking restoration orders.

Requires existing marinas without permits to obtain authorization under the new provisions by January 1, 2012, while already-permitted marinas need permits only for expansions or reconfigurations.
