Amends section 81101 of the 1994 Natural Resources and Environmental Protection Act to revise definitions related to off-road vehicles (ORVs) and all-terrain vehicles (ATVs)

Defines ATV as a 3-, 4-, or 6-wheeled vehicle designed for off-road use with low-pressure tires, straddled seat, and 50cc to 1,000cc gasoline engine or comparable alternative fuel engine

Establishes definitions for key ORV-related terms including operator, owner, dealer, designated trails, forest roads and trails, and late model ORVs (manufactured within current or preceding 5 model years)

Defines "person with disabilities" based on physical characteristics including blindness, limited ambulation, loss of limb use, dependency on mobility aids, and certain lung or cardiovascular diseases

Clarifies that ORVs exclude registered snowmobiles, farm vehicles, military/emergency vehicles, utility company vehicles, construction/logging vehicles, and registered aircraft

Effective date is contingent upon enactment of Senate Bill 934 of the 95th Legislature
