Allows active duty service members to terminate wireless telecommunications contracts without early termination charges if transferred or deployed overseas for 180 days or more to an area where their existing provider lacks service.

Applies only to contracts entered into on or after the bill's effective date and executed before the service member's transfer or deployment.

Service member or authorized spouse must provide wireless provider with written notice by certified mail, military or gubernatorial transfer orders, and return any provider-owned equipment within 30 days to effectuate termination.

Service member remains responsible for all usage charges incurred before contract termination and may not avoid other pre-termination obligations.

Attorney General may impose civil fines of up to $2,000 per violation on providers that violate the act, with recovered funds deposited into the military family relief fund; does not apply to prepaid wireless services.
