Expands mandatory reporting requirements to include financial exploitation of adults, in addition to existing abuse and neglect reporting obligations for health care providers, educators, social workers, law enforcement, and medical examiners.

Requires immediate oral reports to the county department when abuse, neglect, exploitation, or financial exploitation is suspected; allows written reports to follow.

Permits any person (not just mandated reporters) to voluntarily report suspected adult abuse, neglect, or financial exploitation to the county department.

Mandates that financial institutions provide training to employees on identifying and reporting suspected financial exploitation, including recognizing unusual financial activity and vulnerable adult behaviors.

Grants civil liability immunity to good faith reporters and those assisting with implementation related to financial exploitation, with immunity presumed unless proven otherwise.
