Permits local units of government to donate seized grow lights and scales to schools and universities for educational purposes, distributed in order of written requests received.

Expands authorized uses of forfeited real property to include substance abuse treatment facilities, drug resistance education programs, job training centers, and housing for individuals displaced by drug crime.

Requires annual reporting by local governments to the office of drug agencies detailing forfeiture proceedings, property inventories, proceeds distribution, and how funds were used for law enforcement efforts.
